Standing Commissions
The standing commissions of the Kara-Zhygach Local Kenesh carry out preliminary consideration and preparation of matters within the competence of the Kenesh, participate in the implementation of its decisions and monitor their execution.
The standing commissions operate in accordance with the Law of the Kyrgyz Republic “On Local State Administration and Local Self-Government Bodies”, the Rules of Procedure of the Local Kenesh and the decisions of the Kara-Zhygach Local Kenesh.
Standing Commission on Social Affairs
Matters relating to social development, education, culture, healthcare, sports and social support for the population.
Main Responsibilities of the Commission
- preliminary consideration of social development matters submitted to sessions of the Local Kenesh;
- consideration of proposals concerning the activities of educational, cultural, sports and other social institutions;
- preparation of proposals aimed at supporting socially vulnerable groups and providing targeted social assistance;
- consideration of local programs related to children, young people, families and older citizens;
- submission of proposals for the development of social and cultural infrastructure;
- monitoring the implementation of Kenesh decisions and local programs in the social sphere;
- hearing information from the executive body of local self-government, municipal institutions and organizations on matters falling within the Commission's competence.
Standing Commission on Budget, Economy and Finance
Matters relating to the local budget, revenues and expenditures, municipal finance and economic development.
Main Responsibilities of the Commission
- preliminary consideration of the draft local budget and preparation of proposals for consideration by the Kenesh;
- consideration of matters relating to the revenue and expenditure sides of the local budget;
- preliminary consideration of reports on the execution of the local budget;
- consideration of proposals concerning the financing of local programs and activities;
- preparation of proposals for the effective use of municipal property and local resources;
- consideration of matters relating to local economic development, entrepreneurship and investment attraction;
- monitoring the implementation of budgetary and financial decisions adopted by the Local Kenesh;
- hearing information from relevant officials of the executive body of local self-government and heads of municipal institutions.
Standing Commission on Land and Housing Affairs
Matters relating to land use, municipal land, territorial development, construction and housing.
Main Responsibilities of the Commission
- preliminary consideration of land-related matters submitted to the Local Kenesh;
- consideration of proposals concerning the use of municipal land within the powers of the Local Kenesh;
- preparation of proposals concerning the use, lease and management of municipal land resources;
- consideration of territorial development, construction and infrastructure projects;
- consideration of local housing, improvement and settlement development issues;
- monitoring the implementation of Kenesh decisions and municipal programs in the areas of land and housing;
- consideration of proposals concerning the protection and rational use of land resources;
- hearing information from relevant specialists, municipal institutions and the executive body of local self-government on matters within the Commission's competence.
